Position: Permanent, Full-Time

Wage: $37.38/hour.

How You’ll Make an Impact?

Reporting to the Director, Housing Services, the Manager, Housing Services is a key member of the management team, providing leadership and oversight for designated housing programs and services at Bissell Centre. The Manager is responsible for the effective development, implementation, administration, and evaluation of housing initiatives that support individuals with diverse and complex housing needs.

The position provides leadership and operational oversight to multidisciplinary teams, ensuring services are delivered safely, consistently, and in alignment with organizational policies, contractual and funder requirements, and established standards of practice. The Manager is responsible for supporting effective program operations, staff performance, service quality, achievement of program outcomes, and continuous improvement.

The Manager develops and maintains collaborative relationships with community partners, service providers, government representatives, funders, and other stakeholders to support coordinated service delivery and strengthen housing-related supports and resources within the community.

  • Develop and implement annual operational plans, including program goals, objectives, timelines, performance measures, and continuous quality improvement initiatives.
  • Provide leadership and operational oversight to designated housing and recovery-oriented programs and services.
  • Ensure services are delivered using participant-centered, trauma-informed, culturally response, and recovery-oriented approaches that promote stability, well-being, independence and community connection.
  • Monitor and evaluate program delivery and quality on an ongoing basis.
  • Represent the program and organization in community meetings, working groups, committees, and collaborative initiatives as required.
  • Provide coaching and support regarding case management practices, landlord relations, crisis response, conflict resolution, and participant engagement.

 

What You’ll Bring?

  • A degree in Social Work, Human Services, Community Development, Business Administration, or a related field, or an equivalent combination of education, training, and experience.
  • Minimum three years of progressively responsible leadership experience in housing, homelessness prevention, Housing First, supportive housing, or related social service programs.
  • Demonstrated experience in program development, implementation, evaluation, case management, staff supervision, and performance management.
  • Experience overseeing housing stability, prevention, tenancy support, and participant-centered service delivery.
  • Experience managing program budgets, financial assistance programs, and housing-related expenditures.
  • Knowledge and practical application of the Residential Tenancies Act and landlord-tenant practices.
  • Experience utilizing data management systems, reporting tools, and performance measurement frameworks to support program outcomes and continuous improvement.
  • Understanding of Indigenous cultures, histories, perspectives, and current issues, and the impacts of colonization on housing and social outcomes.
  • Knowledge of trauma-informed, participant-centered, and recovery approaches to service delivery.
  • Knowledgeable about community resources, social services, housing programs, and systems navigation supports available within the community.
  • Ability to analyze program data, evaluate outcomes, and use information to support continuous quality improvement and strategic decision-making.
