How You’ll Make an Impact?

The People & Culture Specialist, Learning & Talent Acquisition plays a key role in supporting Bissell Centre’s people strategy through two primary areas of focus: learning and development and high-volume recruitment. The position designs, coordinates, delivers, and evaluates learning initiatives that build organizational capability while leading efficient, consistent recruitment processes to support significant and time-sensitive staffing needs.

Working closely with the P&C team and organizational leaders, the incumbent identifies learning needs, develops and administers training programs, supports employee development, and fosters a culture of continuous learning. The position also coordinates end-to-end recruitment, with particular responsibility for mass recruitment campaigns, candidate pipelines, selection logistics, onboarding readiness, and recruitment reporting. Generalist HR support is provided as required to support the broader employee lifecycle.

  • Partner with leaders and departments to identify organizational, team, and individual learning and development needs.
  • Design, coordinate, facilitate, and evaluate learning programs that support employee growth, compliance requirements, and organizational effectiveness.
  • Support the development and implementation of leadership development, mentorship, career development, and succession planning initiatives.
  • Monitor emerging trends and best practices in learning and development and recommend improvements to organizational learning strategies.
  • Pull and compile assessment data to evaluate program-wide effectiveness and long-term impact on organizational performance.

 

What You’ll Bring?

  • Degree in Human Resources Management or other related field and a minimum of 3 years experience in a human resources role. An equivalent combination of training and experience may be considered.
  • A CPHR designation or strong evidence of working towards gaining it.
  • Experience developing, coordinating, delivering, and evaluating employee training and development programs.
  • Demonstrated experience coordinating full-cycle recruitment, including high-volume or mass recruitment campaigns, candidate sourcing, screening, interviewing, selection, and onboarding.
  • Knowledge of adult learning principles, learning methodologies, facilitation techniques, and program evaluation practices.
  • Experience administering learning management systems (LMS) or HRIS learning modules is considered an asset.
