Currently, Bissell Centre is looking for a Manager, Housing Access & Navigation to join our dedicated Housing Services team as we journey with the Community towards an elimination of poverty.  If you’re ready to bring your heart to a fast-paced, collaborative environment, join us in making an impact in our community.

How You’ll Make an Impact?

The Manager, Housing Access and Navigation is responsible for the development, implementation, administration, and evaluation of housing access and navigation programs, including the Housing Engagement Team, Problem Properties, Rent Ready and other targeted housing initiatives.

The position provides leadership and oversight to teams supporting individuals experiencing homelessness or housing instability to access and secure housing. The Manager is responsible for ensuring program targets are achieved, participants are successfully connected to housing opportunities and resources, and services are delivered in accordance with funder requirements, organizational priorities, and best practices.

The Manager develops and maintains collaborative relationships with landlords, property management companies, community agencies, government partners, and funders to increase housing opportunities and remove barriers to housing access.

  • Develop and implement annual operational plans, including goals, objectives, timelines, and quality improvement initiatives.
  • Monitor and evaluate program delivery and quality on an ongoing basis.
  • Ensure compliance with funder requirements, including accurate recording of outputs and outcomes within specified timelines.
  • Provide leadership and oversight to the Housing Engagement Team, Problem Properties, Rent Ready and other housing access initiatives.
  • Monitor program outcomes related to housing placements, housing access, diversion from homelessness, participant engagement, and service effectiveness.

What You’ll Bring?

  • A degree in Social Work, Human Services, Community Development, Business Administration, or a related field, or an equivalent combination of education, training, and experience.
  • Minimum three years of progressively responsible leadership experience in housing, homelessness prevention, Housing First, supportive housing, or related social service programs.
  • Demonstrated experience in program development, implementation, evaluation, case management, staff supervision, and performance management.
  • Experience overseeing housing stability, eviction prevention, tenancy support, and participant-centered service delivery.
  • Experience developing and maintaining partnerships with landlords, property management companies, housing providers, funders, and community stakeholders.
  • Experience managing program budgets, financial assistance programs, and housing-related expenditures.
  • Experience reviewing and making decisions regarding tenancy-related financial claims, landlord reimbursements, and exceptional housing-related expenses.
  • Knowledge and practical application of the Residential Tenancies Act and landlord-tenant practices.
  • Experience utilizing data management systems, reporting tools, and performance measurement frameworks to support program outcomes and continuous improvement.
